KCSR General Demurrage Information

  • Tariff KCS 6000 applies to all cars constructively or actually placed: interstate, intrastate, export and import.
  •  When a car cannot be placed at the customer's facility for any reason attributable to the customer, KCS provides constructive placement (CP) notification. The customer is then responsible for ordering-in the car. Cars on CP status are subject to demurrage.
  • To proactively monitor demurrage, use the online Track and Trace tool.

How Demurrage Charges Are Assessed

  • Demurrage is calculated on the credit and debit plan.
    Credit: A non-chargeable demurrage day. Credits are earned only on cars released. Credits are allowed according to items 70, 80 and 90 (items 80, 90 and 100 effective July 1, 2006) of Tariff 6000.
    Debit: A chargeable demurrage day or partial day commencing at 07:01 a.m. after tender.
  • One additional credit is allowed on a car having a demurrage day (debit day) occurring on New Year's Day (January 1), Thanksgiving (fourth Thursday in November) and Christmas (December 25).
  • Saturdays and Sundays are included in calculation of demurrage days.
  • Demurrage starts 07:01 a.m. after CP or actual placement (AP). If a car is CP'd, demurrage runs from CP to AP (or CP to Order-In) and then AP to release (REL).
  • Calculation of charges: Subtract the total number of credits from total number of demurrage days (debits). If demurrage days exceed credits, charges will be assessed at a rate of $75.00 ($90.00 effective July 1, 2006) per chargeable day.
  • Loaded or empty private cars are subject to demurrage if held on railroad track. (Hazardous material storage charges also applicable if a 49 STCC.)
  • Beginning July 1, 2006, empties will get one credit day and loads will get two credit days.

Billing for Demurrage

  • Bills are mailed out once a month and are a month behind. For example, January's bill is sent at the end of February.
  • Credits or demurrage days assessed on cars released in one month will not be carried over to another month.
  • Payment/claims for relief must be submitted within 30 days from invoice date. After 30 days, claims will not be accepted and the invoice is due in full. Claims must identify the car(s) in question, state the reason the charges are contested, and have supporting documentation.
