In-bond requirements – FIRMS code – Are you ready?

Attention Cross-border customers,

As we communicated in December, the U.S. Customs and Border Protection (CBP) announced a change to the northbound In-Bond Process relating to the FIRMS code. The date of February 6, 2019 was originally given as the effective date however we have just been informed there will be a delay in enforcing this due to the US government shut down. Although there is a delay, we strongly encourage all our customers to be prepared so once the new date is communicated, you will be ready.

Effective February 6, 2019 (or soon thereafter) - It will be necessary that customers shipping in-bond into the US or transiting to Canada via the US provide the FIRMS code on their 404 Rail Bill of Lading (via EDI) or via the Pattern BOL (via MyKCS).

The EDI 404 supports the FIRMS Code in the N9 segment with the FRC qualifier.

Example using KCS FIRMS code for Laredo, Texas: N9*FRC*S187

At a future date – Customers with in-bond shipments to the US or via the US to Canada will be required to include in the future the US HTS six-digit number. KCS customers are not required to provide this at this time but we would like to encourage you to be prepared for when this change is mandated. We will provide advance notice before requiring this.
