Northbound Cross-Border Autodecree requirements for Intermodal and Automotive customers

July 11, 2019

Attention Intermodal and Automotive customers,

Rail Manifest through VUCEM at the international bridge in Laredo/Nuevo Laredo was launched on June 17th.

Originally thought to come in a later Rail Manifest phase, the SAT (Mexico Customs) recently informed us that intermodal and automotive northbound cross-border shipments must differentiate autodecree shipments (which have been previously authorized by the SAT to participate in the program) from Mexico bond shipments.

There are three ways to meet this new requirement:
• Contacting our Customer Solutions Centers for new autodecree shipments.
• Via MyKCS – this functionality exists today allowing you to include Shipper name, Exporter name*, Mexican Broker** and STCC number*** on your waybill.
• Via EDI – Please include “Exporter Role” on the EDI 404. Please contact EDI Support Team for assistance.

We ask that all customers are compliant with this change effective immediately. Please note that failure to comply could result in costly delays at the border.

Should you have any questions, please do not hesitate to contact one of our Customer Solutions Centers US/KCSR or Mexico/KCSM or our EDI Support Team.

Thank you for being a loyal KCS customer.

*The exporter name must be an automotive plant included and working with the SAT autodecree program.
**The Mexican broker has to be located at Nuevo Laredo.
***The STCC has to be considered as an autodecree product.
