Dot-111 Tank Cars

Attention private tank car shippers,

As a courtesy notice, this is to alert private tank car owners, lessees and shippers of Ethanol, Alcohol and Flammable Liquids NOS containing Ethanol that the use of certain tank cars for handling these commodities is being phased out by federal regulation in the coming months.

Specifically, effective May 1, 2023, jacketed and non-jacketed DOT-111 tank cars will be phased out and effective July 1, 2023, non-jacketed DOT-111 CPC-1232* tank cars will be phased out, as well.    These changes apply to shipments on the KCS both in the United States as well as those in Mexico with destinations in the U.S.

These and other phase out dates can be found in 49 C.F.R. Section 173.242

When discovered, KCS will set out non-compliant DOT-111 tank cars and transload lading to a suitable package at shipper expense and KCS’s tariffs will direct field transload charges to the shipper of record. Should KCS incur any regulatory fines for moving shipments tendered in violation of 49 C.F.R. Section 173.242, KCS will also recoup those fines from the shipper of record. * CPC-1232: Industry-sponsored specification, intended to be safer than DOT-111 tank cars for carrying petroleum crude oil and ethanol. Cars ordered after October 2011 were required to meet this specification.
