Discontinuance of Special Billing due to new Carta Porte legal requirements

The Mexican Tax Authority (SAT) Carta Porte program is currently scheduled to be implemented on December 1, 2021.

The Carta Porte changes are mandatory for all shipping companies (cargo airlines, trucks, maritime, railroads, etc.) in Mexico and applies to cross-border, international and Mexico domestic shipments. The requirements of the Carta Porte program supersede any provision to the contrary that may exist in any rule, tariff, rate or contract previously published or entered by KCSM, including special invoicing.

Because the change in law requires real-time invoicing and an invoice for each railcar, this will significantly increase the number of customer invoices. Therefore, as of December 1, 2021, KCSM will no longer be able to accommodate customer requests for special billing including but not limited to providing addendas, uploading invoices to portals or performing other non-standard invoice processes.

You have been sent this communication as your company has been identified as one who currently is receiving special billing as noted above. We kindly ask that you make the necessary adjustments needed to ensure acceptance of standard KCSM invoicing and the corresponding uninterrupted payments.
