KCS to participate in CBP’s ACE Export Manifest for Rail Cargo Test at Laredo

Attention All customs Brokers and Freight Forwarders supporting customers shipping southbound at Laredo: 

Kansas City Southern has been added by the U.S. Customs and Border Protection (CBP) to the Automated Commercial Environment (ACE) Export Manifest for Rail Cargo Test. The ACE Export Manifest for Rail Cargo Test is authorized under 19 CFR 101.9(b), which provides for the testing of National Customs Automation Program (NCAP) programs or procedures.

The ACE Export Manifest for Rail Cargo Test examines the functionality of filing export manifest data for rail cargo electronically in ACE. ACE creates a single automated export processing platform for certain export manifest, commodity, licensing, export control, and export targeting transactions. This will reduce costs for CBP, partner government agencies, and the trade community, as well as improve facilitation of export shipments through the supply chain.    

In order to facilitate the ACE Export Manifest for Rail Cargo Test, all southbound shipments MUST include the ITN number or census exceptions and in-bond. (The complete list of data elements required for export under the ACE Export Manifest for Rail Cargo Test can be found at 87 Fed.Reg. 25037, 25038 (April 27, 2022).) The export information needs to be entered into the waybill prior to shipping in order to avoid delays.  
Once the ACE Export Manifest for Rail Cargo Test is completed and ACE Export Manifest for Rail Cargo is in full production, failure to supply this information may result in setouts at the border and corresponding fees. We want to ensure seamless cross-border shipping so we are asking that all comply with these added information requirements as soon as practical.    

Additionally, customs brokers and shippers who handle their own export compliance:  To receive notifications of potential issues with the export detail provided, please ensure that your correct and complete email or group email address has been added to our Customs notification center.  Any potential issues with the sufficiency of the data elements provided will be sent from the email of Oproduction@kcsouthern.com . Failure to ensure that your correct and complete email address(es) are in this system may result in your not being made aware of issues, delaying your shipments at the border and resulting in setouts, holds and corresponding fees.
